Portugal, the 2023 champions, returns alongside Spain, who won the inaugural tournaments in 2019 and 2022.

The top 25 nations, based on UEFA coefficients, advance directly to the main round in March. The remaining 10 teams will compete in January’s preliminary round for three final spots in the main round.

  • Spain: Winners of the first two editions (2019, 2022), and 2023 runners-up.
  • Croatia: 2019 runners-up and consistent participants in final tournaments.
  • Ukraine: Semi-finalists in both 2022 and 2023.
  • Slovenia: Reached the semi-finals in their debut finals appearance in 2023.
  • Other previous participants hoping to return to the finals include Finland (2023), France (2022, 2023), Italy (2022, 2023), Latvia (2019 hosts), Netherlands (2019), and Romania (2022).

Details of the Draw Process

Preliminary Round Draw

Teams were allocated into groups based on seeding:

  • Group A has four teams, while Groups B and C have three.
  • Lithuania and San Marino were pre-selected as mini-tournament hosts and assigned to their groups based on seeding.
  • Group C currently has no designated host. If no agreement is reached by November 11, UEFA will randomly assign hosting.

Main Round Draw

  • Seven main round groups were formed, with the group winners advancing to join Moldova at the finals. Pre-determined mini-tournament hosts were selected based on their coefficients, including Portugal, Croatia, Czechia, Latvia, Serbia, Hungary, and Slovakia.
  • Seeding and Group Allocation
  • Pot 1 (Main Round Hosts): Determined top-seeded teams and mini-tournament hosts.
  • Pot 2-5: Included lower-seeded and preliminary round winners, ensuring balanced competition across groups.

UEFA Executive Committee Restrictions

In alignment with UEFA policies, certain teams cannot face each other:

  • Gibraltar vs. Spain
  • Kosovo vs. Serbia
  • Bosnia & Herzegovina vs. Kosovo
  • Belarus vs. Ukraine

Looking Ahead

With the 2025 UEFA U-19 Futsal EURO now fully mapped out, the teams are ready for the preliminary and main round challenges. Each stage will be held in single-location mini-tournaments, making each match critical for a place in the prestigious finals in Chișinău.
